On March 23, 2009, Citizenship Counts held its inaugural naturalization ceremony at The Phoenix Convention Center with former Supreme Court Justice Sandra Day O’Connor officiating.  Citizenship Counts’ Founder Gerda Weissmann Klein and Superintendent of Public Instruction Tom Horne both addressed the new citizens and others in attendance about the value of American citizenship and the importance of civics education. A student-hosted reception to welcome the new citizens and guests immediately followed the ceremony at The Herberger Theater.
